When a jack motor operates when there is no load on it but fails to operate when there is a load this usually relates to a loose power connection. Check both of your power leads to that motor to ensure that both ground and hot connections are absolutely tight.

There are two things that could be happening. The first is that your motor is not rated high enough and the second is that there is something bent inside the jack tube. In order to determine which is the correct problem you have I recommend using the manual override feature on each leg. Do you have noticeable resistance or hear any noise?
